Part I Competition Guide
一、大赛基本情况
Overview of the Competition
全国博士后创新创业大赛是全国规模最大、覆盖面最广的全国性博士后赛事活动，在发挥我国博士后制度优势、开发创新型青年人才资源、促进产学研融合等方面发挥了积极的推动作用。大赛从2021年起举办，每2年举办一届。第一届大赛于2021年12月18日至20日在广东省佛山市举办。第二届于2023年10月26日至28日在山东省烟台市举办。
The China Postdoctoral Innovation & Entrepreneurship Competition is the largest and most comprehensive national event for postdoctoral researchers in China. It plays a vital role in leveraging the country’s postdoctoral system fostering young innovative talent and promoting collaboration between industry and academia. Established in 2021 the competition is held biennially. The inaugural edition took place from December 18 to 20 2021 in Foshan Guangdong Province while the second was held from October 26 to 28 2023 in Yantai Shandong Province.
第三届全国博士后创新创业大赛由人力资源社会保障部、福建省政府主办，全国博士后管委会办公室、中国博士后科学基金会、福建省人力资源和社会保障厅、泉州市政府承办。大赛设创新赛、创业赛、海外赛境外（一带一路）赛和揭榜领题赛4个组别，每组预设新一代信息技术与人工智能、高端装备制造与机器人、新能源与节能环保、新材料与石油化工、生物医药与大健康、现代农业与食品、其他行业等7个赛道。大赛于2025年3月启动，2025年3月至8月开展全国宣传推介活动、组织比赛报名和预选推荐、复赛，10月中下旬在泉州晋江国际会展中心进行全国总决赛。总决赛期间，同时设立全国博士后人才交流、博士后科研成果转化对接、博士后成果展等专区开展博士博士后人才交流、人才招聘、成果转化对接等系列活动。
The third edition is co-hosted by the Ministry of Human Resources and Social Security and the Fujian Provincial Government with organizational support from the National Postdoctoral Management Committee Office the China Postdoctoral Science Foundation the Fujian Provincial Department of Human Resources and Social Security and the Quanzhou Municipal Government.
This competition features four main categories:
Innovation Competition
Entrepreneurship Competition
Overseas and Belt and Road Division
Challenge and Topic Selection Competition
Each category includes seven specialized tracks:
New Generation Information Technology and Artificial Intelligence
High-End Equipment Manufacturing and Robotics
New Energy and Environmental Protection
New Materials and Petrochemicals
Biomedicine and Healthcare
Modern Agriculture and Food
Other Industries
The competition will officially launch in March 2025. From March to August nationwide promotional activities registration preliminary selections and semi-finals will take place. The national finals are scheduled for mid-to-late October at the Quanzhou Jinjiang International Convention and Exhibition Center. During the finals additional sections will be set up for postdoctoral talent networking research commercialization matchmaking exhibitions and recruitment events.

三、参赛条件
Eligibility Criteria
（一）注册参赛人员应为项目技术研发负责人或项目开发团队的核心成员，具有海外（境外）博士后研究工作经历，或在海外（境外）取得博士学位，不限国籍。
（二）参赛项目应为意向在国内合作（转化）的科研创新项目、与国内单位进行科研创新合作的项目（课题）或以科研创新成果注册企业的落地项目。
（三）参赛项目所提出的科研成果、产品或服务符合国家法律法规和产业政策。参赛人员须对其参赛项目拥有合法的知识产权或使用权（授权），个人或团队应承诺申报材料及比赛过程中无国际/国内知识产权纠纷、商业侵权等失实或失信行为。
Participants
Must be the technical R&D lead or a core member of the project development team.
· Must have postdoctoral research experience abroad or hold a doctoral degree obtained overseas.
· Open to applicants of all nationalities.
Projects
· Must be scientific research projects intended for collaboration or commercialization in China.
· Or must involve joint research initiatives with Chinese institutions.
· Or must be projects aimed at establishing enterprises ba|!|sed on research commercialization.
Compliance
· All projects must comply with China’s laws regulations and industrial policies.
· Participants must hold legitimate intellectual property rights or authorized usage rights for their projects.
· Applicants must ensure there are no unresolved intellectual property disputes or commercial infringementsassociated with their submissions.
四、赛事安排
Competition Arrangements
（一） 参赛报名及资格确认
Registration and Qualification Confirmation
海外境外（一带一路）赛要求参赛人员应为项目技术研发负责人或项目开发团队的核心成员，具有海外（境外）博士后研究工作经历，或在海外（境外）取得博士学位，不限国籍。
Eligibility: Participants must be the technical R&D lead or a core member of the project team with overseas postdoctoral research experience or a doctoral degree from an international institution. Nationality is not restricted.
符合参赛条件的人员，自愿登录中国博士后网大赛专区（www.chinapostdoctor.org.cn）或第三届全国博士后创新创业大赛官网（bs.rsj.quanzhou.gov.cn）注册报名。

参赛人员须对所填信息的准确性、真实性以及知识产权、允许主办方非商业性使用、宣传等问题作出正式确认和承诺。在中国博士后网大赛专区进行报名注册时须先网签承诺书，并提交项目计划书。项目计划书主要包括项目名称、项目摘要、个人或团队介绍、可合作的创新成果（技术）或课题（研究方向）、计划创办企业所能提供产品或服务、市场分析、营销策略、财务规划、风险及其管理等。参赛人员须对所填信息的准确性和真实性负责。
During registration participants must:
·Confirm the accuracy and authenticity of submitted information.
·Agree to the non-commercial use of their project materials for promotional purposes by the organizers.
·Sign an online commitment letter.
·Submit a project plan including:
o Project ti|!|tle and abstract
o Personal/team introduction
o Research outcomes (technologies) or research directions available for collaboration
o Planned products/services
o Market analysis and strategy
o Financial planning and risk management
由大赛执委会对海外境外（一带一路）赛博士后的报名材料进行审核，对符合参赛条件且提交报名材料完整的项目确认参赛资格。
The competition executive committee will review all submissions and confirm participation eligibility.
参赛报名及资格确认时间：2025年4月20日至7月31日

（二） 全国复赛（专家通讯评审）
National Semi-finals (Expert Review)
分赛道邀请知名行业专家、创投孵化机构专家等对参赛人员提交的项目计划书等材料进行专家通讯评审，评选一定数量的优秀项目进入全国总决赛。
Renowned industry experts and venture incubation professionals will review submitted project plans and select outstanding projects for the national finals.
全国复赛（专家通讯评审）时间：2025年8月
Timeline: National semi-finals (expert review) period: August 2025.
（三） 全国总决赛
National Finals
采用“项目路演和答辩”方式分赛道进行比赛，参赛人员可通过现场参赛或视频连线的方式进行路演。知名行业专家、创投孵化机构专家等在全国总决赛现场进行评审。
Format: Participants will compete within their respective tracks through project roadshows and Q&A sessions. Presentations can be delivered on-site or via video li|!|nk. Industry experts venture capital professionals and incubator specialists will serve as judges at the national finals.
对海外境外（“一带一路”）赛报名结束（2025年7月31日）后专程回国（来华）到比赛现场参加全国总决赛的参赛人员，给予一定数额的国际旅费资助。
Travel Subsidy: Participants in the Overseas and Belt and Road Division who complete registration by July 31 2025 and travel to China specifically for the national finals may receive an international travel subsidy.
全国总决赛时间：2025年10月中下旬
Finals Period: Mid-to-late October 2025.
五、奖项设置
Awards & Prizes
大赛设置金奖、银奖、铜奖、优胜奖，按照金奖10万元、银奖5万元、铜奖2万元的标准发放奖金，优胜奖不发奖金。
海外境外（一带一路）赛每个赛道颁发金奖3名、银奖7名、铜奖10名，其中，台港澳金奖1名、银奖2名、铜奖3名，一带一路金奖1名、银奖2名、铜奖3名，其他海外金奖1名、银奖3名、铜奖4名，优胜奖若干名（根据各赛道实际参赛情况确定，每个赛道最多不超过12名），选手排名原则上不并列。
The competition offers Gold Silver Bronze and Excellence Awards with the following cash prizes:
·Gold Award: ¥100000
·Silver Award: ¥50000
·Bronze Award: ¥20000
·Excellence Award: No cash prize
For theOverseas & Belt and Road Division each competition track will have:
·3 Gold Awards
·7 Silver Awards
·10 Bronze Awards
The award distribution for participants from different regions is as follows:
Hong Kong Macao & Taiwan: 1 Gold 2 Silver 3 Bronze
·Belt and Road Initiative (BRI) Countries: 1 Gold 2 Silver 3 Bronze
·Other Overseas Participants: 1 Gold 3 Silver 4 Bronze
The number of Excellence Awards will be determined ba|!|sed on actual participation in each track with a maximum of 12 recipients per track. Tied rankings will generally be avoided.

一、奖金（补助）方面
I. Awards and Subsidies
（一）金奖
(1) Gold Award
国赛奖金。每个赛道金奖奖金10万元。
National Competition Bonus: A RMB 100000 prize for each Gold Award in every competition category.
福建奖金。代表福建省参赛获金奖的，奖金10万元。
Fujian Provincial Bonus: A RMB 100000 prize for researchers representing Fujian Province who win a Gold Award.
泉州奖金。泉州市推荐选送获金奖的，奖金10万元。
Quanzhou Municipal Bonus: A RMB 100000 prize for researchers recommended by Quanzhou who win a Gold Award.
资金支持。对符合条件的金奖获得者，福建省外人才纳入省引才“百人计划”等项目支持人选，给予每人200万元资金支持。
Financial Support:Eligible Gold Award winners from outside Fujian Province may be included in the “Hundred Talents Program” or other provincial initiatives and receive RMB 2 million in funding per person.
在站补助。对符合条件的金奖获得者并进入福建省博士后站点工作的，直接认定为2025年福建省优秀博士后支持专项人选，享受在站期间累计最高40万元补助。
In-Post Stipend:Eligible Gold Award winners who take up positions at postdoctoral stations in Fujian will be directly recognized as 2025 Fujian Excellent Postdoctoral Fellows and receive up to RMB 400000 in total subsidies during their station appointment.
人才资金。对获得金奖且符合引进人才条件的博士后，来泉工作后以“免申即认”方式认定为福建省高层次人才B类、泉州市第二层次人才，海外引进的给予150万元支持（安家补助100万元、工作经费50万元）、国内引进的给予100万元支持（安家补助50万元、工作经费50万元），外籍引进人才安家补助上浮30%。
Talent Funding:Postdoctoral winners of the Gold Award who meet the criteria for talent introduction and take up employment in Quanzhou will be automatically recognized (without application) as Class B high-level talent in Fujian Province and Tier-2 talent in Quanzhou. Overseas recruits will receive RMB 1.5 million in support (including RMB 1 million for settlement and RMB 500000 for research funding). Domestic recruits will receive RMB 1 million(RMB 500000 for settlement and RMB 500000 for research funding). Settlement subsidies for foreign nationals will be increased by 30%.
（二）银奖Silver Award
国赛奖金。每个赛道银奖奖金5万元。
National Competition Bonus: A RMB 50000 prize for each Silver Award in every competition category.
福建奖金。代表福建省参赛获银奖的，奖金5万元。
Fujian Provincial Bonus: A RMB 50000 prize for researchers representing Fujian Province who win a Silver Award.
泉州奖金。泉州市推荐选送获银奖的，奖金5万元。
Quanzhou Municipal Bonus: A RMB 50000 prize for researchers recommended by Quanzhou who win a Silver Award.
在站补助。对符合条件的银奖获得者并进入福建省博士后站点工作的，直接认定为2025年福建省优秀博士后支持专项人选，享受在站期间累计最高40万元补助。
In-Post Stipend: Eligible Silver Award winners who take up positions at postdoctoral stations in Fujian will be directly recognized as 2025 Fujian Excellent Postdoctoral Fellows and receive up to RMB 400000 in total subsidies during their tenure in the appointment.
人才资金。对获得银奖且符合引进人才条件的博士后，来泉工作后以“免申即认”方式认定为福建省高层次人才C类、泉州市第三层次人才，海外引进的给予75万元支持（安家补助50万元、工作经费25万元）、国内引进人才给予50万元支持（安家补助25万元、工作经费25万元），外籍引进人才安家补助上浮30%。
Talent Funding:Postdoctoral winners of the Silver Award who meet the criteria for talent introduction and take up employment in Quanzhou will be automatically recognized (without application) as Class C high-level talent in Fujian Province and Tier-3 talent in Quanzhou. Overseas recruits will receive RMB 750000 in support (including RMB 500000 for settlement and RMB 250000 for research funding). Domestic recruits will receive RMB 500000 (RMB 250000 for settlement and RMB 250000 for research funding). Settlement subsidies for foreign nationals will be increased by 30%.
（三）铜奖
(3)Bronze Award
国赛奖金。每个赛道铜奖奖金2万元。
National Competition Bonus: A RMB 20000 prize for each Bronze Award in every competition category.
福建奖金。代表福建省参赛获铜奖的，奖金2万元。
Fujian Provincial Bonus: A RMB 20000 prize for researchers representing Fujian Province who win a Bronze Award.
泉州奖金。泉州市推荐选送获铜奖的，奖金2万元。
Quanzhou Municipal Bonus: A RMB 20000 prize for researchers recommended by Quanzhou who win a Bronze Award.
人才资金。对获得铜奖且符合引进人才条件的博士后，来泉工作后以“免申即认”方式认定为泉州市第三层次人才，给予50万元支持（安家补助25万元、工作经费25万元）。
Talent Funding:Postdoctoral winners of the Bronze Award who meet the criteria for talent introduction and take up employment in Quanzhou will be automatically recognized (without application) as Tier-3 talent in Quanzhou and receive RMB 500000 in support (RMB 250000 for settlement and RMB 250000 for research funding).
（四）海外境外参赛选手
(4) Overseas and International Participants
进站奖励。参加海外境外（“一带一路”）赛和应邀参加总决赛对接交流活动的博士，现场与我市博士后科研工作站（基地）达成进站意向并于3个月内办结进站手续的，在享受市级博士后进站2年资助10万元的基础上，再给予5万元一次性奖励。
Station Entry Bonus: PhD holders who participate in the Belt and Road (international) competition or are invited to the national finals’ matchmaking and exchange activities and who reach an agreement on joining a postdoctoral research workstation (or ba|!|se) in Quanzhou on site and complete the enrollment procedures within three months will receive a one-time bonus of RMB 50000 in addition to the RMB 100000 municipal subsidy granted over a two-year period.
国际旅费资助。2025年8月1日起至大赛总决赛期间专程回国（来华）到比赛现场参加全国总决赛的，海外境外亚洲国家（地区）每人补助0.5万元，亚洲以外国家（地区）每人补助1万元。
International Travel Subsidy: From 1 August 2025 through the end of the national finals participants who travel to China specifically to attend the competition in person will be eligible for the following travel subsidies:
RMB 5000 per person from Asian countries/regions outside China;
RMB 10000 per person from non-Asian countries/regions.
二、项目落地方面
II. Project Implementation Support
项目落地奖励。对大赛总决赛金、银、铜、优胜奖以及其他入围总决赛各赛道前30名项目在泉州落地的，分别给予100万元、50万元、30万元、20万元、5万元配套奖励。
Project Implementation Reward: Projects from the national finals that win Gold Silver Bronze or Excellence Awards or rank among the top 30 in any category and are implemented in Quanzhou will receive incentives of RMB 1 million RMB 500000RMB 300000 RMB 200000 and RMB 50000 respectively.
团队工作经费。获奖项目落地后申报泉州市引进高层次人才团队，评审通过可获最高300万元工作经费。
Team Funding: After launching their award-winning projects in Quanzhou teams may apply for the Quanzhou High-Level Talent Team Program. Upon approval each team may receive up to RMB 3 million in research funding.
免租金。在晋江三创园设立博士（后）创新创业孵化基地，为入驻的博士和博士后团队提供提供最长2年免租金办公科研场所。
Rent-Free Offices: A postdoctoral innovation and entrepreneurship incubator will be established in Jinjiang Innovation Park to provide rentfree office and research space for up to 2 years admitted PhD and postdoctoral teams.
租金减免。参赛项目落地后，给予最长2年的创业场地租金减免优惠。
Rent Reduction: Competition projects that settle in Quanzhou are eligible for up to two years of subsidized rent for startup premises.
基金投资。开展“以投代补”“以投代引”项目扶持，优先将参赛项目纳入产业投资基金、天使投资基金投资标的。
Fund Investment:Quanzhou will support projects through investment rather than traditional subsidies and use investment as a means of attracting top talent. Competition projects will be prioritized for funding from industrial and angel investment funds.
贷款优惠。鼓励金融机构按照市场化、商业可持续原则对符合条件的博士后创新创业项目给予贷款利率优惠。
Preferential Loans: Financial institutions are encouraged to offer preferential loan interest rates to eligible postdoctoral innovation and entrepreneurship projects ba|!|sed on market-driven commercially sustainable principles.
三、其他待遇方面
III. Additional Benefits
薪酬补助。对引进大赛获奖者的企业，按实际支付薪酬的20%给予企业连续2年引才补助（单家企业最高50万元）。 Salary Subsidy: Enterprises that hire award-winning participants may receive a recruitment subsidy equal to 20% of the actual salary paid for up to two consecutive years (capped at RMB 500000 per company).免费游景区。参赛人才可凭大赛组委会提供的身份佐证，在1年内免首道门票游览我市国有A级旅游景区。
Free Scenic Access:With valid identification issued by the organizing committee participants may enjoy free admission (entry tickets only) to Quanzhou’s state-owned A-level scenic attractions for one year.
免费观看文艺演出。参赛人才可预约市直五大艺术院团公益性文艺演出，享每季度每团1场的观演权益。Free Cultural Performances: Participants may reserve seats for public performances by any of the five municipal art troupes with access to one free show per troupe each quarter.免费住宿。参赛人才可申请入住我市定点酒店，享受累计不超过7天的免费住宿。Free Accommodation: Participants may apply to stay at designated hotels in Quanzhou for up to seven days at no cost.工作生活待遇。符合福建省、泉州市高层次人才标准的博士可享受相应的住房保障、子女入学等省、市级“一揽子”待遇。Work and Life Benefits: PhD holders who qualify as high-level talent under Fujian Province or Quanzhou City standards are enti|!|tled to comprehensive support packages including housing assistance children’s school admission and other benefits at the provincial and municipal levels.

Registration Guide for Overseas and International (Belt and Road) Participants
01登录 Login
访问第三届全国博士后创新创业大赛官网（bs.rsj.quanzhou.gov.cn）。点击首页的“赛事报名”或鼠标滑动到页面下方“赛事报名”栏目，点击对应赛组图片查看参赛条件，选择符合条件的其中一项赛事，点击“报名入口”跳转到注册登录页面。
Visit the official website of the 3rd National Postdoctoral Innovation and Entrepreneurship Competition: bs.rsj.quanzhou.gov.cn
Click “赛事报名” (Competition Registration) on the homepage or scroll to the “赛事报名” section at the bottom of the page.
Click the image corresponding to the relevant competition group to view the eligibility requirements.
Select the event you qualify for then click “报名入口” (Registration Entry) to access the registration/login page.
02注册 Registration
登录页面点击“立即注册”，进入注册界面，“参赛项目”选择“海外境外（一带一路）赛”并输入用户名称、用户密码、真实姓名、证件号码、手机号码、邮箱及验证码，点击确定。
On the login page click “立即注册” (Register Now) to open the registration form.
Under “参赛项目” (Project Category) select “海外境外（一带一路）赛” (Overseas and International - Belt and Road).
Enter your username password full name ID number mobile number email address and verification code then click Confirm.
03登录、找回用户名及密码Login / Retrieve Username or Password
如图输入用户名、密码、验证码登录申报平台。如忘记密码或用户名，点击下方的“忘记密码”或者“忘记用户”进行找回。
To log in enter your username password and verification code on the platform.
If you forget your username or password click “忘记密码” (Forgot Password) or “忘记用户” (Forgot Username) to retrieve your credentials.
04修改赛事组别 Change Competition Group
注册后若要修改赛组，可登录后点击右上角进入“个人中心”，点击“修改赛事组别”标签项，选择新组别。
To change your competition group after registering log in and click the icon at the top right to access your “个人中心” (Personal Center).
Click the “修改赛事组别” (Change Competition Group) tab and select your new group.
05填写报名信息 Fill in Registration Information
登录成功后，点击首页“点击进入”进入报名界面，点击右上角“新增报名”基本信息填写界面，按照界面提示填写相关内容，填报过程中可以点击“保存基本信息”按钮保存当前填写的信息，基本信息全部填写完毕后点击下一步进入项目信息界面。
Once logged in click “点击进入” (Click to Enter) on the homepage to access the registration dashboard.
Click “新增报名” (Add New Registration) in the top-right corner to open the Basic Information form.
Complete the required fields as prompted. You may click “保存基本信息” (Save Basic Info) at any time to save your progress.
Once all basic information is completed click “下一步” (Next) to proceed to the Project Information section.
06填写项目信息 Fill in Project Information
进入项目信息界面后，填写“项目名称”、“参赛意向”，下载项目计划书模板并按要求把项目有关信息填写完整，然后转化为PDF文件上传，注意文件大小不超过10MB；将证明材料整体成一个PDF文件上传，注意文件大小不超过30MB。填报过程中可以点击“保存项目信息”按钮保存当前填写的信息，项目信息全部填写完毕后点击下一步进入团队信息填报。In the Project Information section fill in your “项目名称” (Project ti|!|tle) and “参赛意向” (Participation Intent).
Download the Project Proposal Template complete it as instructed convert it to PDF format (file size must not exceed 10MB) and upload it.
Combine all supporting documents into a single PDF file (maximum size: 30MB) and upload it.
You may click “保存项目信息” (Save Project Info) at any time to save your progress.
After completing all required project information click “下一步” (Next) to proceed to the Team Information section.
07填报团队成员信息 7. Fill in Team Member Information
进入团队信息界面，点击“新增”，按要求填写新增团队成员信息，然后点击确定。填报过程中可以点击“保存团队信息”按钮保存当前填写的团队成员信息。
注：团队成员需包含注册人。
In the Team Information section click “新增” (Add) to add a team member.
Fill in the required details then click “确定” (Confirm).
You may click “保存团队信息” (Save Team Info) at any time to save your team member entries.
Note: The registered user must be included as a team member.
08修改成员信息 8. Edit Team Member Information
点击表格操作列中的“修改”按钮进入修改团队成员界面即可对成员信息进行修改。
点击表格操作列中的“删除”按钮删除成员信息。
点击表格排序列中的上移、下移按钮对团队成员的显示顺序进行调整。
对团队成员信息进行修改、删除或排序操作后需点击“保存团队信息”按钮，对团队信息的修改才会生效。
To modify a team member’s details click “修改” (Edit) in the operation column.
To delete a member click “删除” (Delete).
To adjust the display order of members use the Up and Down arrows in the sort column.
After editing deleting or reordering team members you must click “保存团队信息” (Save Team Info) to apply the changes.
09提交报名信息 Submit Registration Information
确认报名信息无误后，点击提交报名信息，弹出参赛承诺函，阅读10秒后可勾选同意，确认提交。这时系统弹出“提交信息详情”对话框，再次核对无误后，点击“确认提交”，系统提示“提交后将不能修改，是否确认提交该报名信息?”，点击确定即可提交成功。
Once all information is confirmed to be accurate click “提交报名信息” (Submit Registration).
A Participation Agreement will appear. You may check the agreement box and confirm submission after 10 seconds.
A Submission Details dialog will pop up. After verifying the information one last time click “确认提交” (Confirm Submit).
A prompt will appear: “Once submitted the information cannot be modified. Do you wish to confirm submission?”
Click “确定” (Confirm) to complete the submission.
10修改报名信息 Modify Registration Information
报名信息提交前，可对信息进行修改、删除操作。在报名信息提交后除“退回修改”状态下，其他状态将不能随意修改。若报名信息当前为“退回修改”状态，可点击“修改”按钮对相关信息作修改，修改完成后按照提交报名信息步骤提交。
Before submission you may edit or delete any information.
After submission changes can only be made if the registration status is “退回修改” (Returned for Revision).
If your current status is “Returned for Revision” click “修改” (Edit) to make the necessary changes.
After editing follow the same steps to resubmit your registration.
